Bobby Babcock

Bobby Babcock assists clients in crafting and executing Federal government relations strategies to solve complex problems before the Executive and Legislative branches of Government. He works on a full spectrum of legislative and regulatory issues including aerospace, rail and transportation logistics; defense, energy, and environment; Federal contracting; financial services and insurance; higher education research and development; homeland security; real estate and construction; technology; and water resources and infrastructure development.


Bobby joins AxAdvocacy from Clark Hill PLC where he worked as Managing Director of Government and Regulatory Affairs with a focus on assisting his clients in navigating Congress’ annual appropriations process. In his private sector lobbying, he represents many signature clients in defense, aerospace, higher education, energy, homeland security and transportation.


In his role as Regional Administrator at the General Services Administration (GSA), Bobby oversaw all GSA operations in Texas, Louisiana, Arkansas, Oklahoma, and New Mexico, including management of federal real estate and more than $15B in annual federal acquisition of technologies, products, and professional services. He was responsible for managing an inventory of more than 1,500 government-owned or leased buildings, a real estate footprint of nearly 35 million square feet and led a team of more than 800 federal employees and 30,000 federal contractors. Bobby worked with Members of Congress, federal judges, federal agency executives, local government leaders, and other stakeholders to deliver value and savings in real estate, acquisition, and technology.


He was involved with capital construction projects for new and existing federal buildings, U.S. federal courthouses, and federally owned Land Ports of Entry. He also served as a senior advisor to the GSA Administrator and Public Building Service Commissioner for strategic engagement, which helped enable the GSA to accomplish key objectives in a difficult federal budget environment. Prior to joining the GSA, Bobby served as the Director of Government Relations at Van Scoyoc Associates, as a Senior Legislative Assistant to a former Congressman and, as a Legislative Aide to former Senator Kay Bailey Hutchison (R-TX).
